Thinners should remove it before it sets....if its gone off I would try gently picking off the excess glob(s) then try some thinners.
Just be careful and test the thinners on a bit of paint thats out of sight to make sure its not going to remove the paint. Oh and if you think the affected area has had a smart repair at any time dont go near it!
