I wouldn’t use ipa or anything like it on interiors, seems a bit harsh on interior materials. A light mix of apc or I find einzeitte deep plastic care very good for a deep and safe clean.

Pretty comprehensive regimen. I would do the hand wash before the iron x and tar removal . Would work more effectively on a clean surface.

Did you use the 105 first? That would be the most abrasive of the two , 205 is a finishing polish. I ask because you've listed the 205 first?

Hard to visualise this, can you post a picture? Did you try a pressure washer? A long bristle brush maybe?
You're right to want to clear it out, can't be great for paint.
