get rid of that carpet, it will hold moisture, which is your biggest enemy, ditto the leaves/rubble (hard to tell what that is)...

I think I understand - how about a 2 way at the tap ( to normal hose and DI vessel) and then a 2 way off the Vessel to PW and open hose ?
