I would of rejected that on the spot, when buying a car spend a good half hour on your own and inspect fully.
Not end of the world, just has too be machined fully.

If the car is outside I would wash again fully without fail, don't want to touch the car when it's been machined with airbourne exposure on the top of the clearcoat, then seal afterwards when dry.
