That looks like a prime bit of gypsy real estate

Round these here parts where I live, when an old road is replaced with a new road like in your picture the left-over bits of old road seem to go back into the ownership of the neighbouring farm. They certainly seem to use them for dumping silage bales and rusty bits of machinery on. Maybe that's part of the deal when they buy the land for the new road.

I think as above it'll be the farmer/landowner of the plot next to it. Good luck though, I questioned an 8ft strip of land between our last house and the house at right angles to ours. Speaking to older neighbours the strip was a footpath that went around the edge of the field our cul de sac was built on. Over time various properties around the field had been extending their gardens apart from the one next to us hence the unused strip. We put in planning for a garage so I got solicitor to find out who owned this strip, I thought as properties next to us were donkeys years old that land registry would have measurements of boundaries and be able to tell us exactly where the boundary line was. The solicitor came back saying nobody had a clue, recommended building the garage on our drive and using the land just for storage in case someone claimed it later!!
