Snow foam bottle question.

I have one of the cheapo ones from eBay. I have always wondered if I have a leak because every time I turn the bottle on its side the liquid comes out the top.
I've just had it apart and put tape around the nozzle and flow part, connected it back up and it's still leaking.
After further investigation (from the wife) I/she has found a small hole on the brass part that screws into the bottle, it looks like it should be there.

Has anybody else encountered this and did you seal it or leave it.

I thought it maybe something to do with pressure in the bottle or a sneaky way to lose product so you buy more quicker

That venturi hole sucks air into the mixture, and that is what makes it foam
