Front Bumper Paint Repair Problem

I've just finished up a two stage paintwork correction on a 2015 Ford Edge. The front bumper has had a previous repair with, I'm assuming, one of these chips away type mobile repair guys.

I knew something was wrong when I panel wiped the bumper before using the DA, the cloth almost stuck to the paint, almost as if the paint had gone tacky.

I then used the lightest cut foam pad I had (chemical bro's black) and a finishing polish. The repaired area instantly turned very hazy. I turned the speed down to 2 and kept going. Eventually the haze lifted but the paint still felt very very soft.

The haze seemed to clear further after the area had cooled.

I applied GTechniq CSL and EXO and the result looked good.

I came back to see it the next day and the whole area has a haze on it as if the products haven't cured, even though there was no residue left behind after the application. I wiped the haze off and it did lift from the surface leaving a nice gloss although clearly repaired paint.

Has anyone experienced this before? What's the correct way to machine polish these type of paint repairs?
