New cars are not genraly in great shape paint wise, some are transported on open rail cart, lots of iron fall out from their, then they get coverd with paint protection films that can cause swirls...

That depends if your trying to remove swirls or cover them up, it has its uses like on a car your about to sell but it wont polish the paint as it has almost no cut and the durability isn't great

I wouldn't risk it, some it could have solidified and you wouldn't want to be polishing hard bits of dry polish into your paint, your best bet is to email the manufacturer

Works out very cost effective as you get 1l concentrate for under a tenner, that's enough to make 10l at 10:1 roughly

SRP won't remove contamination like iron fallout and other embedded particles, a ligh polish with something like S20 or sonax perfect finish would be more advisable than SRP also
