I would tend to go through about one pad per panel, you should be changing it often as it get saturated with polish and the clear coat you have removed.

Are you sure the swirls weren't there to begin with? Dust and grit can settle on the paint as you are drying the car and water is a poor lubricant so you can induce swirls that way.
