It’s a Kia Sportage.
I think it’s leather wrapped as it has the stitching on the inside edge but it could be fake.

Thanks for all the help and suggestions everyone.
I’m thinking it is breaking down rather than just being sticky. Considering fitting a second hand steering wheel at some point in the future

Most of the wheel is a normal shiney but there are sections where it’s a little dull and rough normally that become sticky after cleaning. 2-3 days later it’s back to a semi smooth but dull texture again.
